Volokh Conspiracy (Stewart Baker's) Excellent Posting on COPPA

Stewart Baker's excellent posting on the Children's Online Privacy Protection Act (COPPA) and how it makes liars and criminals out of an estimated 10 million Americans (children and their parents) who enable children under 13 sign up for Facebook, in clear violation of COPPA. Baker writes about how COPPA, however well-intentioned it may have been when it became the law of the land in 1998, has empowered bureaucrats, not parents and their families, and has added little, if any, discernible value all around.
